The reason being, powers lie in Islamabad, & until we get our legitimate rights , we may not be able to bring positive change . By Syed Asad Ullah Ghazi Former secretary Shahidullah Baig while expressing his opinion in the Whatsapp Group ‘GB Strategic Reforms said that it is better to be late than never . We have another option , like AJK model .
They have an interim constitution, framed in 1974 . Under the constitution that govt enjoys autonomy & exercise all powers except defence , foreign affairs & financial matters.
They have all the institutions functioning . The chief secretary & ig are posted by federal government on deputation & rest of the officers are local . All the judges in the superior courts are from AJK .
That govt also generate revenues ,but not sufficient to meet its expenses & to carry out development projects, are dependent upon Federal govt . That model may not suit us ,because we don’t have enough revenues to conduct our business, which is extremely essential to run the government/ system. In my view , GB may prefer to get into the orbit of constitution of Pakistan ,to get its legitimate rights as the other Provences Pakistan enjoy at the moment .
We may than be conducting our business with dignity & honour . Right now People of GB are in no man’s’ land & that has hampered our progress badly ,in all spheres of life .
And we must ,therefore strive to get these rights at the earliest to move forward.
